Chris Ona Najomo, JP, has steered the Nigeria Civil Aviation Authority into a period of deliberate reform since taking charge as Director General. His focus has been on aligning the agency with international standards while addressing long-standing operational bottlenecks. The shift reflects a move from reactive regulation to a proactive system built on digital infrastructure, transparency, and investor confidence.

One of the clearest signals of this change is the rollout of the Modern Personnel Licensing and Certification platform. Unveiled in Lagos, the digital system replaces manual and semi-automated workflows with a unified process for licensing and medical certification. For aviation professionals, it means faster processing, better traceability, and compliance with ICAO requirements for real-time verification and audit integrity.

Najomo has argued that aviation safety and security cannot rest on fragmented databases and paper-driven processes. In his view, a modern ecosystem demands infrastructure that supports data integrity and global mobility for license holders. The adoption of digital licensing addresses a structural weakness that has slowed the sector for years, and its significance lies in reducing delays while raising regulatory credibility.

The DG has also shown willingness to publicly defend Nigerian airlines when operational disruptions occur. After an Air Peace flight at Gatwick was grounded due to a bird strike, Najomo clarified that the airline acted in line with safety protocols and accommodated passengers as required. He urged Nigerians to avoid demarketing local carriers, noting that delays and cancellations are global realities and should not be weaponized against national airlines.

Investor confidence has been another central theme. At the maiden Nigeria Aircraft Acquisition and Investment Summit 2026, Najomo outlined reforms aimed at lowering barriers to aircraft financing. He pointed to high acquisition costs and perceived risk as constraints on fleet modernization, and stressed that regulatory certainty is critical to attracting lessors. Nigeria’s commitment to the Cape Town Convention and strict implementation of IDERA were presented as steps toward restoring trust.

He has consistently called for coordinated action between regulators, financiers, and industry stakeholders to dismantle these barriers. Without access to affordable financing, Nigerian carriers struggle to expand and modernize, which limits competitiveness. The significance of this agenda is that it targets the financial architecture of the industry, not just its technical operations.

Public-private partnerships have featured prominently in his reform narrative. Najomo has stated that PPPs remain key to closing infrastructure gaps and unlocking aviation’s role as a catalyst for trade, tourism, and investment. He emphasized that unlocking this potential requires more than infrastructure—it demands trust in regulatory systems, policies, and the long-term viability of investments.

On ease of doing business, the NCAA has shown measurable progress under his watch. Three Air Operator Certificates were granted in less than four months, with a streamlined process that has drawn positive feedback from operators. Reducing bureaucratic friction has opened space for new entrants and made the domestic market more dynamic.

Within the agency, staff morale and institutional credibility appear to be on the rise. Industry groups and advocacy organizations have credited Najomo with restoring transparency, accountability, and discipline within the NCAA. 

Taken together, these developments suggest a regulator that is actively shaping the conditions for growth. From digital transformation to investment advocacy and airline support, the direction under Najomo is toward a safer, more efficient, and more attractive aviation sector. The significance is a shift in posture—from enforcement alone to building the trust and systems that allow the industry to scale.
