NDDC MD/CEO Dr. Sam Ogbuku Adds Another Milestone to His Many Notable Achievements with NDDC New Fire Station


When the new firefighting truck rolled into the NDDC headquarters in Port Harcourt last week, it looked out of place among the usual fleet of official vehicles. But for staff and visitors who know the risks of working in a busy, high-traffic complex, the sight felt less like ceremony and more like common sense.

The truck, handed over to the Department of Health, Safety and Environment, is the latest practical move by Managing Director and CEO Dr. Samuel Ogbuku to make safety a visible part of the commission’s work. Represented at the event by Director of Administration and Human Resources Kelechi Nwelue, Ogbuku said the goal is simple: the NDDC should be able to protect its own premises and respond quickly when fire threatens nearby communities.

It’s a small story in hardware terms, but it fits a larger pattern. Since taking charge, Ogbuku has been pushing the idea that development is not only about roads and scholarships—it’s about protecting lives and making sure systems actually work when they’re needed.

The message wasn’t lost on Chinyere Umeh, Director of Health, Safety and Environment. She called the acquisition foresighted and confirmed that training for operators is already underway. “You can’t hand over equipment and walk away,” she noted. “The people who use it have to know what to do.”

That same attention to follow-through has shown up in other areas. Across the nine mandate states, the commission has been clearing backlogs on abandoned projects that had become monuments to delay. Roads and bridges that stalled for years are now being pushed to completion, cutting travel time and opening up markets for farmers and traders.


Education has gotten a similar treatment. The NDDC’s scholarship scheme, once bogged down by payment delays, has been revived and updated. Local and foreign beneficiaries are being paid, and new cohorts are entering the pipeline. Skills acquisition programs have expanded alongside it, giving young people options beyond the oil sector.

Healthcare outreach has also gained ground. Free medical missions and the equipping of primary health centers have become regular features, targeting communities where access to clinics is still a daily struggle. For many families, these interventions are the first time in years they’ve seen a doctor without traveling long distances.

Then there’s Light-up Niger Delta, a project that sounds simple but changes daily life. Solar-powered streetlights are going up in towns and villages, pushing back darkness and giving traders, students, and security teams more hours to work with after sunset.

Agriculture and small business support round out the picture. Input distribution, cooperative funding, and training programs are being scaled up to make farming and trading more viable. The idea is to give people a real alternative to waiting on oil jobs that may never come.


Under Dr. Ogbuku’s leadership, the NDDC’s recent milestones include: *1.* Provision of a modern firefighting truck and ongoing training for emergency response; *2.* Accelerated completion of abandoned road, bridge, and shoreline projects across the Niger Delta; *3.* Revival and payment of local and foreign scholarship backlogs; *4.* Expansion of youth skills acquisition and entrepreneurship programs; *5.* Regular free medical outreaches and equipping of primary health centers; *6.* Deployment of solar-powered streetlights under the Light-up Niger Delta initiative; *7.* Increased support for farmers and cooperatives through inputs, training, and funding.
