On Wednesday, Capt. Chris Najomo, the Director‑General of the Nigeria Civil Aviation Authority (NCAA), officially launched the National Operational Safety Committee (NOSC) as the cornerstone of the National Operational Safety Program (NOSP). This first‑of‑its‑kind committee sits at the operational tier of the State Safety Programme (SSP) and is tasked with advising the National Executive Safety Committee (NESC) on safety matters
The Nigerian Safety Investigation Bureau (NSIB) is a key partner in this initiative, working hand‑in‑hand with the NCAA to adopt a tiered safety‑management approach. Together they aim to identify, assess, and mitigate operational risks, ensuring that safety deficiencies are addressed before they become incidents
NOSC’s mandate is crystal clear: it will establish and review the state’s operational safety risk profile, develop corrective action plans, manage change processes to spot new hazards, and monitor overall safety performance. The committee meets quarterly, both in person and virtually, bringing together the Flight Standards Group, operators, service providers, and NSIB representatives to keep the aviation ecosystem tight and responsive
In his address to the newly sworn‑in members, Capt. Najomo stressed that serving on NOSC is a national duty that must be taken “with the utmost seriousness.” He linked the committee’s work to the Federal Government’s five‑point agenda, especially the drive to meet ICAO safety standards and boost Nigeria’s safety rating ¹.
